2020 Charter Commission Ad Hoc Committee

Ad Hoc ReCode Committee
The City Council Ad Hoc Recode Committee is hereby formed to offer broad policy guidance to the Planning Board in its development of a proposed revision of the Portland City Code Chapter 14 known as the Recode; and the Ad Hoc ReCode Committee will meet from time to time as appropriate.
Broadband Planning Committee
The City of Portland Broadband Planning Committee was formed in November 2020 to engage Casco Bay island residents in evaluating their collective interest in and needs related to broadband service. The Committee included representatives from Cushing, Little Diamond, Great Diamond, and Peaks islands. Its work formally concluded in November 2021 with the issuance of a final report.
Congress Square Redesign Study Group
Congress Square Redesign Study Group is hereby appointed with representatives to advise and guide the design and engineering process for the assessment of the best use and design of Congress Square.
Continuum of Care
The Maine Continuum of Care plans and coordinates a system that helps individuals avoid or exit from homelessness.

On December 17, 2012, the Portland City Council voted to approve the recommendations of the Nathan Clifford Re-Use Advisory Task Force.

Pesticide & Fertilizer Task Force
The Pesticide and Fertilizer Task force is a diverse and knowledgeable group of stakeholders charged by the Portland City Council to review the draft pesticide ordinance under consideration in South Portland, ordinances in other jurisdictions, as well as scientific literature regarding the effects of pesticides on public health and the environment.

Portland Disability Advisory Committee
The Portland Disability Advisory Committee (PDAC) advises the City Manager on issues of importance to people with disabilities, and recommends policies, practices, and legislation in matters affecting people with disabilities consistent with the Americans with Disabilities Act (ADA).
Portland Open Space Vision & Implementation Plan
The City is working with the Trust for Public Land and Portland Trails to create a system-wide plan for future open space protection and improvement, the Portland Open Space Vision and Implementation Plan.

School Facilities Ad Hoc Committee
The School Facilities Ad Hoc Committee was formed by the City Council to further vet and provide a recommendation on the proposal to repair and renovate the City's public elementary schools before it is sent back to the Board of Public Education for their approval, reviewed by the Council’s Finance Committee and then ultimately voted on by the full Council.
Solid Waste Task Force
In January, 2010, the City Council established the Solid Waste Task Force to develop a five year plan to implement the policies and programs necessary to achieve the State of Maine's 50% recycling goal, including a cost analysis and a time line for achieving this goal.
Spring Street - Free Street Area Streetscape Plan
This streetscape improvement plan is a step in the direction of reclaiming Spring Street to meet current community aspirations and enhance the Spring Street -Free Street neighborhood.
State & High Street Study
This study was initiated by the City of Portland for the purpose of making improvements in vehicle/bicycle/pedestrian access and safety in a portion of the city core, which for the purpose of this study generally consists of State Street between Marginal Way and York Street, and High Street between Forest Avenue and Commercial Street.
Sustainable Storm Water Funding Task Force
The City of Portland is required by law to eliminate pollution of water bodies caused by the using the City of Portland’s storm water and combined sewer systems and over the past twenty years, has constructed and will continue to construct, over the next thirty years, hundreds of million dollars in upgrades to the City of Portland’s storm water and combined sewer systems to mitigate the contribution of storm water runoff to pollution of stream, rivers, Portland Harbor, and Casco Bay.
